Those Conservative manifesto commitments

Here are two commitments from the Conservative Party's election manifesto that I have artfully juxtaposed:

“Centrally set targets on hospitals will be abolished. Patients will be treated according to clinical needs, not government targets.”

“We will set an overall annual limit on the numbers coming to Britain, including a fixed quota for the number of asylum seekers we accept. Parliament will set, and review, that number every year.”

So we can safely conclude that the Tories want to abolish centrally-prescribed targets, except where they want to introduce them. If any Conservative candidate reading this would like to explain the associated reasoning, I undertake to publish the best answer.
